Department of Public Administration

Department of Public Administration is a graduating department in the specialty "Public Management and Administration" at the first (bachelor's), second (master's) and third (educational-scientific, PhD) levels of higher education. 

The department is focused primarily on the practical component of the training of public administration professionals.

The mission of the department is to prepare modern management elite for work in various fields of public administration.

The Information and Advisory Center of the National Mediation and Reconciliation Service in Kyiv and Kyiv oblast was established under the Department  of Public Administration.

In October 2016, under the Department , in accordance with the Order of the Ministry of Education and Science of Ukraine "On Licensing of Educational Activities" #1464l of 21.10.2016, postgraduate and doctoral courses in the specialty 281 - "Management and Administration" - were opened. 

In accordance with the decision of the IAPM Academic Council, doctoral courses in the specialty 281 - “Public Management and Administration” - were opened, and, in accordance with the Order of the Ministry of Education and Science of Ukraine “On Approval of Decisions of the Graduate Council of the Ministry on the Activities of Specialized Scientific Councils of February 28, 2017” #374 of 13.03.2017, the Specialized Academic Council D 26.142.04 was established with the right to admit to examination and to conduct the defense of theses for a PhD and doctoral degree in Public Administration in the specialties: 25.00.01 “Theory and History of Public Administration,” 25.00.02 “Mechanisms of Public Administration” and 25.00.05 - “Public Administration in the Field of State Security and Enforcement of Public Order”; in addition, in accordance with the Order of the Ministry of Education and Science of Ukraine “On Approval of Decisions of the Graduate Council of the Ministry on the Activities of Specialized Scientific Councils of 06/20/2019” #975 of 07/11/2019, the Specialized Academic Council K 26.142.06 was also established with the right to admit to examination and to conduct the defense of theses for a PhD degree in the specialties: 25.00.02 “Mechanisms of Public Administration”.

Training at the Department  involves advanced legal, economic, political, administrative, social and humanitarian, professional training and mastering analytical and research skills in the field of public administration.

The Department  considers that the main thing in its work is:

1) conducting theoretical and methodological studies of the processes occurring in different spheres of public administration;

2) analysis of practical aspects of the development and reformation of the activity of state authorities and local self-government in Ukraine;

3) systematization of approaches to improving the public administration system based on the use of modern innovative technologies and resources, etc.

The development of the Department  is based on systematic cooperation with leading domestic and foreign scientists, representatives of state authorities, scientific institutions and educational institutions as well as the public.

The research and educational personnel of the Department  together with international scientific institutions develop projects for the development of innovative and modern technologies in the field of public administration.

The Department  initiates, organizes and conducts international and national scientific conferences, round tables, symposia with the purpose of effective utilization of the creative potential of its employees as well as for the scientific, technical, socio-economic and cultural development of the field of public administration.

Graduates of the department have the opportunity to work in senior positions of:

  • central executive, legislative, judicial authorities and their apparatuses;
  • local self-government bodies;
  • State collegial bodies;
  • oblast, raion state administrations;
  • departments, bureaus, services of territorial units of central bodies of state power;
  • departments, bureaus and other structural subdivisions of local self-government bodies, etc.

As a result of the training, graduates of the Department  acquire not only the skills of specialists who are able to systematically analyze current trends in the development of public administration and on this basis to make effective management decisions, but also the skills of evaluating the results of their own activity, regardless of its functional nature and industry orientation.
