Department of Theory of State and Law and Constitutional Law

The department began its creative, scientific, practical and professional activity since 1994, as the Department of Theory and History of State and Law. From February 1, 2017 according to the Order of the Rector of PJSC «Higher Educational Institution« MAUP »№ 06-о dated 31.01.2017. the Department of History and Theory of State and Law was renamed the Department of Constitutional Law, History and Theory of State and Law. On September 2, 2019, in accordance with the Order of the Rector of the department was renamed to the department of theory of state and law and constitutional law.

The department lays the foundations for the future professional training of future lawyers. From the first days of study students study such basic disciplines as "Theory of State and Law", "History of State and Law of Ukraine", "History of State and Law of Foreign Countries", "Legal Deontology", "Constitutional Law of Ukraine" and other basic law subjects are taught by this department.

Scientific and pedagogical staff has experience in practical work in public authorities, judicial and law enforcement agencies.

Head of the Department

Anatoliy Podolyaka - Doctor of Law, Professor. He has extensive experience in law enforcement leadership. From 1972 to 2001 he served in the system of the Ministry of Internal Affairs of the USSR and the Ministry of Internal Affairs of Ukraine, holding the positions of deputy chief of the Ministry of Internal Affairs of Ukraine of the Kirovograd region, chief of the Ministry of Internal Affairs of Ukraine in Vinnytsia region.

From 2000 to 2001 - Deputy Minister of Internal Affairs of Ukraine, from 2002 to 2004 - Deputy Head of the State Tax Administration of Ukraine. He has been working in the pedagogical field since 2003 p. - Associate Professor of the Department of Law Enforcement, since 2007 - Head of the Department of Commercial and Labour Law, and in 2007-2010 - Director of the Prince Vladimir Greater IAUP Law Institute. From June 2011 to November 2015 - Rector of the Interregional Academy of Personnel Management. December 2015 - Head of the Department of Theory of State and Law and Constitutional Law.

Academician of the Academy of Sciences of the Higher School of Ukraine, winner of the State Prize of Ukraine in the field of science and technology, has the honorary title of "Honored Lawyer of Ukraine". He is the author of more than 100 scientific works in the field of law, the main ones being monographs: "Legal Regulation of Public Order Protection in Ukraine", "Operational and Investigative Information: Realization Problems", "Administrative and Legal Status of the State Automobile Inspectorate of the Ministry of Internal Affairs of Ukraine", and other publications.

Deputy Head of the Department

Anatoliy Talakh Associate Professor of the Department of State and Law Theory and Constitutional Law.

In 2004 he graduated with honours from the National Academy of the State Tax Service of Ukraine with a degree in Law and received a master's degree in legal support of financial activity of the state.

He is the author of more than 30 scientific and methodological works, including in professional editions of Ukraine and foreign scientific editions. Co-author of 3 (three) textbooks on "theory of state and law" and "topical problems of state and law". Participant in international and all-Ukrainian scientific-practical conferences, seminars, round tables.

Sphere of scientific interests: problems of theory of state and law, prevention of offenses, legal education.

 

Vladislav Veklic - Doctor of Law, Professor of the Department of State Theory and Law and Constitutional Law.

On pedagogical work since December 2008, from November 2016 till present days Private Joint Stock Company "Higher Educational Institution" Interregional Academy of Personnel Management "Educational-Scientific Institute of Law. Prince Vladimir the Great/ Since 2016 he is appointed a professor at the Department of State Theory and Law and Constitutional Law.

Author of over 60 scientific papers, 1 monograph and 4 sections in collective monographs.

 

Fyodor Medvid - Candidate of Philosophy, Doctor of Science in Political Science, Associate Professor, MKA Professor, Professor of the Department of State Theory and Law and Constitutional Law.

His pedagogical work started in 1986. Since 2013 he works in the Interregional Academy of Personnel Management as Professor of the Department of History and Theory of State and Law (as a part time professor).

2001 - Member of the Union of Lawyers of Ukraine, since 2016 Deputy Chairman of the Union of Lawyers of Ukraine in Kyiv region.

He has more than 570 scientific papers published in Poland, Lithuania, Latvia, Moldova, Germany, Portugal, Georgia, Slovakia, in particular, "Oratory Art of Lawyers" (K., 2005, co-authored), The Notary Process of Ukraine (K., 2006, co-authored), Political Science Dictionary (K., 2005, co-authored), Political Encyclopedia (K., 2011, co-authored).

 

Natalia Rebenok - Candidate of Law Associate Professor of the Department of State and Law Theory and Constitutional Law.

2007 - 2012 studied at Kyiv National University. Shevchenko at the Faculty of Psychology From 2012 - 2015. studied at the National Academy of Public Administration under the President of Ukraine; Institute of Civil Service and Local Self-Government, specialty “Public Administration”.

From 2016 - 2019 - post-graduate student of the Department of Legal Psychology of the National Academy of Internal Affairs of Ukraine. Candidate of Law .

From January 2018 to the present time Assistant Professor of the Department of State Theory and Law and Constitutional Law of the Prince Vladimir the Great Scientific and Educational Law Institute. She has 20 scientific papers.

 

Victor Rovnyi - Candidate of Law, Associate Professor of the Department of State Theory and Law and Constitutional Law.

In 2008 he graduated from the Kiev National University of Culture and Arts, in Organization Management and got a  qualification as a public relations manager.

In 2018 he got the degree of Candidate of Law in specialty 12.00.04 - Business Law; economic procedural law.

From 2015 he worked as a Senior Lecturer in the Department of Constitutional Law, History and Theory of State and Law, and from 2018 until now - Assistant Professor of the Department of Theory of State and Law and Constitutional Law of Scientific and Research Institute of Law named after the Prince Volodymyr the Great.

 

Yana Neshta is a leading specialist of the Department of Theory of State and Law and Constitutional Law, and a specialist of the Department of Civil and Economic Law of the Scientific and Research Law Institute named after Prince Volodymyr the Great.

Education Law, qualification - Master of Law.

 

 

The main tasks of the department are the implementation of legal education of students through the disciplines taught at the department; formation of students of legal culture, skills and research skills; ensuring students acquire the legal conceptual apparatus necessary for learning and mastering legal disciplines; organization and conducting of professional introductory practice.

There are 30 academic disciplines assigned to the Department of Theory of State and Law and Constitutional Law. The main ones are:

1. History of the state and the law of foreign countries.

2. History of the State and Law of Ukraine.

3. History of the doctrines of state and law.

4. The constitutional law of Ukraine.

5. Foundations of Roman Civil Law (Foundations of Roman Private Law).

6. Legal systems of the present.

7. The modern concept of the social-law state.

8. The theory of state and law.

9. Philosophy of Law.

10. Legal deontology.

The employees of the department take an active part in the preparation of scientific publications: scientific articles and scientific reports at the All-Ukrainian and international scientific-practical conferences in accordance with the sub-theme approved by the department "Theoretical and legal foundations of national law of Ukraine" of the research theme of the Interregional Department of Interregional “Management Theoretical and methodological foundations of Ukrainian statehood formation and social practice: political, legal, economic and psychological problems”

About 50 teaching materials for students have been prepared and published by the teachers of the department.

The key task of the scientific and pedagogical staff of the department is to increase the scientific training of students, the combination of theoretical knowledge with practical training. To this end, the scientific group "Lawyer" was created and operates at the department.

At all training sessions provided by the department, systematic attention is paid to the issues to the upbringing of students, formation and development of professional qualities of future lawyers.

The research work of the scientific and pedagogical staff of the department covers the following areas:

  • problems of theory and history of the state and law, and current problems of modern state-building and legal thinking.
  • study the problems of lawmaking and identify ways to improve them in Ukraine;
  • topical issues and problems of constitutional law of Ukraine.
