On November 22, 2019, the Fourth All-Ukrainian Scientific and Practical Conference “European Dimension of Public Administration Reform in Ukraine”, organized by the Department of Public Administration of the Interregional Academy of Personnel Management, was held in the Interregional Academy of Personnel Management.

The relevance of the problems for holding the All-Ukrainian scientific and practical conference is beyond doubt, since a characteristic feature of the functioning of society and the state, at the present stage, is the difficult political, socio-economic, ethical, cultural and informational conditions for the development of public administration, which requires the implementation of world achievements to improve its mechanisms and bring them to the level of innovation of European countries.

The event was attended by representatives of the scientific community from different areas of science of public administration, representatives of government, young scientists, graduate students, representatives of public organizations and others.

Doctor of Science in Public Administration, Professor E.A. Romanenko noted that the current state of development and functioning of the public administration system in Ukraine is in the process of reforming itself, in connection with the constant changes in the socio-political and economic spheres. He also noted that the effective functioning of modern society and state institutions is impossible without balancing national and integration processes, which, in general, determine the development of Ukraine.

In their reports, scientists raised topical issues of the main causes of labor migration in Ukraine. It was noted that the most dangerous for the development of our country is the “brain drain” and youth migration. Basically, young people and qualified specialists abroad are engaged in grueling physical work, which, in the future, can lead to a deterioration in their health status.

The necessity of introducing the main directions of political and administrative reforms in Ukraine, which, so far, are being implemented in the leading EU countries, was substantiated, namely: firstly, informatization and de-bureaucratization; secondly, new managerialism; thirdly, decentralization; fourthly, service administration; fifth, Good Governance; sixth, the reform of the public service system. Informatization and de-bureaucratization mean a transition from the concept of classical bureaucracy, based on the hierarchy and closeness of the management system, to a new information paradigm based on open network structures and results-based management, etc.

In general, the Fourth All-Ukrainian Scientific and Practical Conference “European Dimension of Public Administration Reform in Ukraine” was held at a high organizational and scientific level. The chosen theme of the event served as a fertile ground for the exchange of views on this issue. Due to the relevance of the issues raised, a collection of abstracts and reports of conference participants will be published based on the results of the conference.
