To the International Organizations
Dear Sirs,
On behalf of the International Personnel Academy (IPA), Inter-Regional Academy of Personnel Management (IRAPM), Confederation of Non-State Higher Educational Establishments of Ukraine, Confederation of Patriotic Editions of Ukraine, All-Ukrainian Public Patriotic Union “Ukrainian Choice” (Kiev, Ukraine) we testify our deep respect to the international organizations and have the honor to inform you of the following.
Our establishments and organizations have to apply to all international, inter-governmental and non-governmental organizations because of an open persecution of the Inter-Regional Academy of Personnel Management, its scientists, professors, students and officers undertaken by Israel, its Ministry of Foreign Affairs, Embassy of Israel in Ukraine as well as some governmental establishments of Ukraine which are under pressure of Zionists circles of Israel and other countries.
On the 14th of November 2005 the Chairman of Europe and Asia Issues Department of the Ministry of Foreign Affairs of Israel Mr. Mark Sofer invited Aleksandr Homyak, acting charge’ d’affaires of Ukraine in the state of Israel and demanded from the Ukrainian government to take urgent measures toward IRAPM right up to its shutdown. This statement was spread by the press agency of the Embassy of Israel in Ukraine on the 16th of November 2005. We regard these actions as direct interference into internal affairs of Ukraine, though our Academy is a private higher educational establishment.
In our opinion, all of this is due to the fact that scientists of the Academy successively conduct scientific researches and developments of the latest liberal issues, topical questions of the history and the present. They beard international Zionism and tragic consequences of the Jewish-Bolshevistic revolution in Russia in 1917 for Ukraine at the scientific conferences, in press and in their works. The Academy is the biggest nongovernmental higher educational establishment of Ukraine. Over 57000 students study in it and over 5000 officers and professors work there. Over 50 institutes and branches of the Academy function in all regions of our state. As well as 12 teaching and consultation centers of an open education successfully work in Azerbaijan, Belarus, Bulgaria, Latvia, Moldova, Poland, Russia and Czech Republic.
The Academy is fully accredited by the Ministry of Education and Science of Ukraine on the highest, fourth level of accreditation and authorized to issue state diplomas to its graduates, including foreign citizens.
The IRAPM is a founder, constitutor of some international public organizations, also carries out a wide tutorial activity.
Under the pressure of international Zionist Centers the Ministry of Education and Science of Ukraine now undertakes all possible to force the Academy to change its organizational and legal status and deprive its properties. With this very aim the Ministry and the Minister Mr. Nikolayenko personally with the support of other governmental structures exercise attempts to petrify the Academy’s activity and to upset scientific and training plans and programs, brutally interrupting into the IRAPM’s internal activity. He resorts to direct political persecution and violation of constitutional rights of our students and professors as well as main principles of Declaration of Human Rights, adopted by the General Assembly of the UN in 1948.
Some organizations under the pressure of Zionists circles are trying not to permit the Ukrainian Conservative Party (UCP), headed by Georgiy Shchokin, to participate in the parliamentary election-2006 in Ukraine. Students and professors of the IRAPM uphold their rights for education and free choice of university, scientific research and labor by organizing of peaceful picketing of governmental institutions.
The Inter-Regional Academy of Personnel Management and its organizations can not put up with such actions of Israel and Zionists circles in other countries and regards them as inhuman and those that violate human rights. In this connection we express our emphatic protest to such steps of Israel and consider them as discrimination of the biggest and the best higher education institution in Ukraine.
We appeal to competent international inter- and non-governmental organizations with a request to stop such actions taken by Israel and to protect our professors and students of international interference in their work and educational process as well as to stop the violation of their rights for free scientific research and open expression on actual modern problems.
The Inter-Regional Academy of Personnel Management avails itself of the opportunity to renew to the international organizations the assurance of its highest consideration and expresses its hope for the relevant support of our Academy.
