Regulations on the Civil Defense Center
1. GENERAL PROVISIONS
1.1. The Civil Defense Center of the Interregional Academy of Personnel Management (hereinafter referred to as the Civil Defense Center) organizes timely planning of preparation and control of the implementation of planned and current tasks of the Academy's civil defense, organization of inspection (study) of the state of civil defense in its structural units, timely communication of decisions of the Head of Civil Defense Center of the Academy to the executors and control over their implementation.
1.2. The Chief of Staff of the Civil Defense Center is appointed and dismissed by the order of the Rector of the Academy upon the proposal of the Director of the Security Service of the Academy.
1.3 A person with a complete higher technical education and at least 3 years of experience in a similar position and experience in personnel management shall be appointed to the position of the Chief of Staff of the Civil Defense Center.
1.4. The Civil Defense Center in its work is directly subordinated to the Director of the Security Service of the Academy.
1.5. In its work, the Civil Defense Center is guided by the current legislation of Ukraine, regulations of Ukraine, the Charter of the Academy, orders, decisions and instructions of the Academy management and this job description.
1.6. The Chief of Staff of the Civil Defense Center shall know: The Constitution of Ukraine, legislative acts related to civil defense and emergency situations, Decrees of the President of Ukraine, resolutions and orders of the Verkhovna Rada of Ukraine, the Cabinet of Ministers of Ukraine, other normative legal acts regulating the development of the functional subsystem "Education and Science of Ukraine" of the Unified State System of Prevention and Response to Technogenic and Natural Disasters, the structure of the Academy, the basics of labor legislation, and the internal regulations of the Academy.
1.7. In the event of temporary absence of the Chief of Staff of the Civil Defense Center, their official duties shall be performed by the Deputy Chief of Staff of the Civil Defense Center.
2. TASKS AND RESPONSIBILITIES
Civil Defense Center:
2.1. Organizes the development and annual adjustment of the Academy's civil defense plan, long-term and current planning of civil defense measures and control over their implementation.
2.2. Prepares proposals to the Chief of Civil Defense Center of the Academy on the organization of emergency and rescue services of the Academy, composition of the forces involved in the performance of civil defense tasks and provision of them with appropriate technical means and property.
2.3. Plans and organizes training and retraining of the Academy's management, heads and employees of the Academy's structural subdivisions on protection and actions in emergency situations.
2.4. Organizes and ensures the management of the Academy's civil defense, continuous operation of the communication system, warning, informing the personnel about the occurrence (threat of occurrence) of emergencies.
2.5. Interacts with:
- Emergency Situations Department of Holosiivskyi District State Administration in Kyiv;
- Civil defense authorities of potentially dangerous facilities, accidents at which pose a threat to the educational process and daily activities of the Academy;
- the Main Department of Personnel and Legal Work for compliance with the requirements of legislative and regulatory acts in the organization and implementation of civil defense and emergency response measures;
- structural subdivisions of the Academy that carry out construction and operation of communications of buildings and structures located on its territory for the prevention of emergencies and response in case of their occurrence.
2.6. Controls the maintenance of the Academy's fund of protective structures in readiness for their intended use.
2.7. Plans and controls the implementation of measures aimed at increasing the stability of the Academy's functioning in an emergency (state of emergency).
2.8. Studies, summarizes and disseminates positive experience in training the personnel of structural subdivisions, services of non-military civil defense units and other educational and scientific facilities of Kyiv for protection and actions in emergency situations in peacetime and wartime.
2.9. Organizes the generalization of the situation data and preparation of proposals to the Head of Civil Defense Center of the Academy for making a decision on the forecast planning of civil defense activities at the Academy.
2.10. Organizes the propaganda of knowledge, popularization of skills and abilities on civil defense by creating classes, corners, photo displays, exhibitions, and inspections of the training and material base.
2.11. Develops and submits for approval draft regulatory documents on civil defense and emergencies.
2.12. Performs other functions arising from the tasks assigned to the Civil Defense Center in the field of civil defense of the Academy.
3. RIGHTS
Civil Defense Center has the right to:
3.1. To familiarize itself with the materials and documents of the Academy that fall within its competence.
3.2. Participate in meetings, gatherings, sessions on issues within its competence.
3.3. Prepare information on issues within their competence, draft orders and instructions, instructions to structural subdivisions and officials of the Academy.
3.4. To familiarize the members of the Civil Defense Center with the decisions of the Academy's Civil Defense Center management related to the activities of the Academy's Civil Defense Center.
3.5. To involve (in coordination with the Academy Civil Defense Center leadership) the necessary employees of structural subdivisions in the work of the Civil Defense Center and to receive from their heads and specialists the information and documents necessary to perform the duties of the Chief of the Civil Defense Center.
3.6. To submit proposals to the management in order to improve the civil defense system of the Academy, the work of the Civil Defense Center, comments on its activities and options for correcting shortcomings.
3.7. To act on behalf of the Academy's civil defense leadership and represent its interests in relations with other structural subdivisions of the Academy within its competence.
4. RESPONSIBILITY
The Civil Defense Center is responsible:
4.1. For failure to fulfill its official duties.
4.2. For untimely or improper execution of orders, decisions and instructions of the Academy management.
4.3. For non-compliance with the rules of safety, sanitation, fire safety and internal regulations of the Academy.
4.4. For negligent preservation of documentation and material assets of the Academy.
4.5. For failure to keep commercial secrets and leakage of confidential information.
