Meeting of the Student Legal Consultation Center “Central Legal Clinic” of IAPM: Organizational Issues and a Lecture by an Attorney
On March 10, 2026, the Educational and Research Institute of Law and Security of the Interregional Academy of Personnel Management (IAPM) hosted another meeting of the student legal consultation center “Central Legal Clinic.” The event became an important step in developing the practical skills of law students.
During the meeting, participants focused on the organizational aspects of the clinic’s work. They discussed improving the consultation schedule, distributing responsibilities among student consultants, and integrating new technologies to provide online legal consultations.
Attorney Yuliia Ledvizhko was invited to attend the meeting. Ms. Ledvizhko, who has many years of experience in military and family law, delivered a lecture titled “Discharge of Servicemembers on Family Grounds: Legal Basis, Procedure, and Judicial Practice.” Together with the student clinicians, the speaker examined in detail the provisions of the Law of Ukraine “On Military Duty and Military Service,” in particular Part 12 of Article 26, which lists 16 grounds for discharge during martial law - ranging from pregnancy of female servicemembers to the need to care for relatives with disabilities.
Practical examples from court practice were also presented, including the decision of the Cassation Administrative Court dated May 30, 2024, in case No. 140/8768/23, which emphasizes that commanders do not have discretionary authority when legally confirmed grounds for discharge are present. Participants received practical recommendations on drafting service reports, collecting supporting documents, and appealing refusals, which is especially relevant under current conditions. The lecture was accompanied by discussions of real-life cases, enabling students to apply theoretical knowledge in practice and better understand the nuances of working with servicemembers and their families.
The head of the legal clinic, Anastasiia Ternavska, actively participated in the discussion, explaining to students the specifics of applying family law provisions in the context of military service. She also emphasized the importance of an ethical approach in the clinic’s work, noting that every consultation should be not only legally accurate but also focused on protecting human rights.
The meeting concluded with planning future events, including lectures with practicing lawyers and attorneys.
