MEMORANDUM OF UNDERSTANDING SIGNED BETWEEN IAPM AND THE AZERBAIJAN UNIVERSITY OF ARCHITECTURE AND CONSTRUCTION DURING THE EUROPE UNIVERSITIES SUMMIT 2026
On 6 May 2026, in Milan (Italy), within the framework of one of the key international higher education forums — Times Higher Education Europe Universities Summit 2026 — a Memorandum of Understanding was signed between the Interregional Academy of Personnel Management (IAPM, Ukraine) and Azerbaijan University of Architecture and Construction (Azerbaijan).
The summit, taking place from 5 to 7 May under the theme “Uniting for leadership: strengthening Europe’s global role in higher education,” has brought together university leaders, leading scholars, policymakers, and industry representatives from across Europe. The event is organised with the participation of the globally recognised analytical platform Times Higher Education and aims to shape a strategic vision for university development in the context of global competition, digital transformation, and increasing demands for the quality of education and research.
The Memorandum was signed by the authorised representatives of the parties:
— on behalf of IAPM — Rostyslav Shchokin, President of the Academy;
— on behalf of the Azerbaijan University of Architecture and Construction — Gulchohra Mammadova (Gyulchohra Mammadova), Rector of the University.
The document lays the foundation for long-term cooperation between the institutions and предусматриває:
— implementation of joint research projects;
— development of academic mobility for students, faculty, and staff;
— organisation of joint conferences, symposia, and educational events;
— exchange of scientific and methodological materials;
— cooperation in the field of innovative educational practices and international recognition.
The following representatives of IAPM took part in the summit and the signing ceremony:
— Iryna Kapelista, Director of the Centre for Organisation of Research and Innovation in the Educational Process;
— Anastasiia Ternavska, Director of the Centre for Coordination of Scientific Publications and International Projects.
The signing of this Memorandum marks an important step in expanding the Academy’s international cooperation, strengthening academic ties with foreign partners, and further integrating IAPM into the global educational and research space.
