Ukrainian politician Yuri Miroshnichenko met with students of the Academy

At the time of formation of the state reform Ukrainian constitutionalism is becoming more and more sharper. Well-known Ukrainian politician Yuri Miroshnichenko discussed this urgent topic with students of IAPM.

October 21 at the Volodymyr the Great Institute of Law a lecture-discussion on amending the Constitution of Ukraine and direct discussion of the bill on decentralization of power took place. Candidate of Political Sciences, Doctor of Law, Honored Lawyer of Ukraine Yuriy Miroshnichenko took part in it.

Yuri Romanovich told students about features of conventional laws and adoption of draft laws on amendments to the Constitution of Ukraine, in particular - the differences between these procedures. Thus, the politician said that when making an ordinary bill, deputies also Cabinet of Ministers of Ukraine, President of Ukraine and the National Bank could make legislative initiative. If we are talking about amending the constitution, the subject of legislative initiative can serve people's deputies of Ukraine or the President. Miroshnichenko also told students about the stages of bills in several readings and adoption of the sessions.

Much attention was focused on policy bill on amendments to the Constitution of Ukraine (concerning the decentralization of power), filed July 1, 2015. Yuri Miroshnichenko told about main items that this project sets:

- The territory of Ukraine is divided into communities; institute of local state administrations is canceled and major powers are focused on the basic level in the community;

- The executive bodies of local government community are formed;

- To supervise the observance of the Constitution and laws of Ukraine by local government Prefects Institute is created;

- Prefect stops the acts of local governments, for reasons of non-compliance with the Constitution or Laws of Ukraine, he simultaneously appeals to the court;

- To perform the Minsk agreement of 12 February 2015, to the final and transitional provisions of the Constitution is included a stating, that the characteristics of local government in some regions of Donetsk and Lugansk defined by a separate law.

Miroshnichenko said that the draft project was sent to the Constitutional Court of Ukraine and on July 31, the Constitutional Court approved these changes, which meet the requirements of Articles 157 and 158 of the Constitution. So, students were interested in the position of deputy project on non-compliance of Article 157, in particular - military and emergency state in the country.

Among many questions, the most "hot" was issue of Minsk agreement.

At the end of the meeting, Miroshnichenko thanked students for attention and called to fight for their rights:

"Having developed civil society ensures the rights and freedoms of citizens!"
