Interregional Academy of Personnel Management

April 1 at the Interregional Academy of Personnel Management the first international scientific-practical conference "Public administration: challenges, threats and the development of science industry" was held.

The event was organized by Ukrainian Assembly of doctors in public administration, Interregional Academy of Personnel Management, National Agency of Ukraine on Civil Service, the National Mediation and Conciliation Service, Academy of Municipal Administration, Public Administration Department of the Philosophical Faculty of Taras Shevchenko National University of Kyiv, Regional Academy of Management (Kazakhstan), National Institute of economic research (Georgia) Batumi navigation training University (Georgia), Pomeranian Academy in Slupsk (Poland).

Conference was opened by the president of the public research organization "All-Ukrainian Assembly of doctors in public administration", PhD in Public Administration, Associate Professor, Head of the Department of Public Administrationat IAPM  Eugene Romanenko. At the beginning of the meeting he noted that the main purpose of the conference is to bring together researchers and professionals working in the field of governance and public administration for the effective use of creativity in science and technology, socio-economic and cultural development of the country, targeted development of public administration, protection of professional interests, mutual coordination of research, exchange of experience.

Among participants of the conference were officials, representatives of local executive authorities and local self-government bodies, regional centers of retraining and advanced training of employees of public authorities, public enterprises, institutions and organizations, higher education institutions, civil society institutions.

The plenary session began with a speech by the Acting Rector of IAPM Nikolai Kurko:

"The theme of development of public administration and the presence at the conference of scientists from various academic and research institutions demonstrates the great attention to this issue and its relevance. In a period of rapid development of information technology is difficult to overestimate the role of government publications, they were and remain a reliable guide between scientific development and practice. In the process of Ukraine's European integration scientific literature helps professionals who work in the public administration to improve their professional level, skills and to cooperate with the international community".

Thoughts on development of public administration shared the Chairman of the National Agency of Ukraine on Civil Service, Doctor of Political Sciences, Honored Economist of Ukraine Konstantin Vashchenko.  He spoke about the prospects of scientific and educational sectors, and in particular, the specialty "Public Management and Administration", noting that the development must be made in 3 important steps: review of scientific sector and passports specialties, create standards and professional programs.

Vice-rector for scientific and educational work of IAPM, Professor, Honored Worker of Education Mykola Holovaty also shared his experience and thoughts on development of this specialty. Nikolai Fedorovich emphasized that central to the development of public administration is the participation of citizens in public management processes. Professor highlighted the main issues for creation of an effective public administration: settlement of the problem of the state, the society as a large Institute of Management, and the status of public participation; conceptual definition of the control system at the state level; efficient operation of public administration and public administration for the normalization of relations between states.

The conference also held a roundtable on "Presentation of the main activities of the NGO" Ukrainian doctors Assembly on Public Administration Sciences and "Discussion Club meeting" Development and cooperation of regional organizations of the NGO "Ukrainian Assembly of doctors in public administration science."

All participants received a collection of scientific papers "Public Administration".
