29 September 2026 14:19

Oleksandr Akimov, a researcher at the Interregional Academy of Personnel Management (IAPM), is a co-author of the international research article “Development of Public Administration in Preventive Health Care: Innovative Vectors and World Experience,” published in the Journal of Management Practices, Humanities and Social Sciences (JMPHSS). The journal is an international peer-reviewed publication indexed in Scopus.

The article examines the development of public administration in preventive health care and explores organisational approaches that can improve the effectiveness, adaptability and resilience of preventive healthcare systems. The study was co-authored by Iryna Shumilova, Yuliia Chaliuk, Olena Tonne, Oleksandr Akimov, and Yuliia Kobylina.

Research into Contemporary Approaches to Preventive Health Care

The study examines a number of developments affecting preventive healthcare systems, including population ageing, the growing prevalence of chronic diseases, technological change and the increasing complexity of management processes.

The authors emphasise the need to move beyond models focused primarily on responding to problems after they arise towards approaches that place greater emphasis on forecasting, prevention and the creation of long-term public value.

This approach involves not only improving healthcare practices but also developing public administration mechanisms capable of coordinating different stakeholders and making more effective use of organisational and technological opportunities.

Innovative Directions in Public Administration

To identify contemporary approaches, the authors conducted an integrative review of scientific literature using elements of grounded theory and interdisciplinary analysis. The final selection included 64 sources covering public administration, organisational management, healthcare management and innovation.

The study identifies several interconnected directions for modernising preventive healthcare management, including co-creation of value, Agile approaches to management, digital healthcare technologies, artificial intelligence-based analytics, and public-private partnerships.

Particular attention is given to coordination among different stakeholders. Such interaction is considered an important factor in strengthening organisational resilience and the effectiveness of long-term public health management.

A Conceptual Model for Modernising Management Systems

One of the outcomes of the study is an integrated conceptual model combining approaches to value co-creation, adaptive public administration and preventive healthcare management.

The proposed approach considers the system as an interconnected structure in which organisational adaptability, technological solutions and stakeholder coordination complement one another.

The practical relevance of the research lies in the potential application of its findings to the modernisation of management models in preventive healthcare. The authors highlight the importance of these approaches for public authorities and institutions operating in complex social environments and conditions of uncertainty.

Research and IAPM Sustainable Development Goals

The research contributes to two of IAPM’s Sustainable Development Goals: Goal 10: Reduced Inequalities and Goal 17: Partnerships for the Goals.

Goal 10 is reflected in the study’s attention to the accessibility and effectiveness of preventive healthcare systems, as well as the importance of considering social disparities when developing public administration approaches. Social inequality is identified in the research as one of the factors creating additional challenges for contemporary healthcare systems.

Goal 17 is addressed through the focus on coordination among different stakeholders and the development of public-private partnerships. The study highlights the importance of cooperation between public institutions, organisations, professional communities and other stakeholders in improving management mechanisms.

The integration of these goals into the research reflects IAPM’s approach to incorporating sustainable development principles into its academic, research and organisational activities.
