STATEMENT
of the Presidium of the Inter-Regional Academy of Personnel Management (IRAPM)on repressive terrorist actions of the Ministry of Foreign Affairs and the Ministry of Internal Affairs of Ukraine

We have recently received a copy of a letter by the Deputy Minister of Foreign Affairs of Ukraine Mr. Khandogiy addressed to the Deputy Minister of Internal Affairs of Ukraine Mr. Verbensky titled as “On measures concerning anti-Semitic activities of the Inter-Regional Academy of Personnel Management”(copy attached). In this unlawful statement marked as “Urgent” Mr. Khandogiy groundlessly and in provocative way described the activity of respected and widely known higher education institution which is the IRAPM as “anti-Semitic”. But being the Deputy Minister of the Foreign Affairs of Ukraine he must know that such accusations can be released only after verdict of the court. The IRAPM on the contrary won several low processes and passed through some prosecutor’s control. All of them convincingly and officially proved that the IRAPM’s activity had nothing to do with “anti-Semitism” and those who accused it were punished accordingly. Moreover the Ministry of Internal Affairs of Ukraine also announced that there were no facts of so called “anti-Semitism” activity of the Academy.
At the same time we know from that letter that acting Deputy Minister of Internal Affairs of Ukraine Mr. Lutsenko who according to some mass media reports, obtains an Israeli citizenship, during his latest visit the United States in February this year informed its special services about “consistency of the Ukrainian Government’s actions on discontinuance of “anti-Semitism” activity of the IRAPM”. In other words we see a deliberate and unlawful abolishment of the biggest higher education institution of Ukraine by governmental structures in particular the Ministries of Internal as well as Foreign Affairs of Ukraine. We also know that the “customer” of such political repression is the United States and Israel. All of this proved by tactless statements of the Ambassadors of above mentioned countries Mr. Herbst and Mrs. Naomi Ben-Ami.
Taking into account that Mr. Lutsenko is an Israeli citizen it should not be out that Mr. Khandogiy may belong to the special services of the USA. So we consider such enemy activity towards an Ukrainian higher education institution as antistate and KGB like, repressive and terrorist as well as traitorous.
In this connection we demand:
1. Immediately dismiss from their offices Minister of Internal Affairs of Ukraine, a citizen of Israel Mr. Lutsenko and Deputy Minister of Foreign Affairs of Ukraine Mr. Khandogiy.
2. To entrust to the Security Service of Ukraine to conduct a close investigation of Mr. Lutsenko’s and Mr. Khandogiy’s activity as to their probable cooperation with the special services of the United States and Israel that can be qualified as a high treason.
3. Resulting investigation to call to account both of them for treasonable activity according to acting legislative.
We ask you to answer in the terms in accordance with acting legislative.
