Poltava branch of IAPM held a conference "Legal and political status of territorial communities in Ukraine"

On May 20, 2017, the Poltava Distance Learning Center of the Interregional Academy of Personnel Management, together with the Poltava branch of the All-Ukrainian Women's Movement For Free Ukraine, conducted the Scientific and Practical Conference "Legal and Political Status of Territorial Communities in Ukraine", where teachers, students, scientists And public figures discussed the problems of local self-government.

Among the directions of the conference were considered: "philosophy of self-government"; Constitutional and legal foundation of the activities of territorial communities in Ukraine; Political interests and goals of local self-government.

The issue of decentralization remains acute and problematic for Ukrainian society. To solve it, efforts of specialists in all scientific fields are required: philosophers, political scientists, jurists, psychologists, - gathered in the walls of the Poltava branch of IAPM.

Director of the Poltava Distance Learning Center, Candidate of Philosophy, Chairman of the Poltava branch of the All-Ukrainian Women's Movement "For Free Ukraine" Olesya Bogdanovna Chmyr. In her speech, Olesya Bogdanovna emphasized the negative consequences of decentralization, as it is carried out by the authorities in Ukraine. "The Ukrainian authorities of all levels for the third year announce the good intentions and goals of the reform of local self-government. The team of the President of Ukraine reports on positive developments in the issue of decentralization. However, regulatory failure, "pressure" of local leaders of agroholdings and regional state administration often leads to distortions in the policy of local self-government. Such accelerated and insufficiently developed actions logically lead to negative consequences for the Ukrainian society, - Olesya Bogdanovna noted. "We, scientists and public figures, should carry out an in-depth analysis of decentralization, clearly define the legal and political status of the united territorial communities in Ukraine and provide a constructive vision of local self-government for the Ukrainian society."

The chairman of the Poltava branch of the NGO "All-Ukrainian Women's Movement "For Free Ukraine" cited the activities of the Shishatskaya territorial community (Shishatsky district of the Poltava region) as an example. Here, with a little more than 20 000 population, now there is a united community, a district council, three village councils and a district state administration; Accordingly, the apparatus of officials and the expenses for their maintenance grew. There was a lack of knowledge, skills of leaders - former regionalists and communists - to work in the community in new conditions. Their only skill remained unchanged - the distribution of material resources: the accrual of 300% of the premiums, the sale for bribes of land plots of municipal importance, the purchase of expensive foreign cars for the means of the community and the like. "The Ukrainian community should have sufficient legal and political levers to control local authorities. Without this, it is impossible to resolve any issue of decentralization," Olesya Bogdanovna noted.

The guest was joined by a guest from Kiev - Maslak Aleksandr Aleksandrovich, Candidate of Philosophy, researcher at the Center for Humanitarian Education of the National Academy of Sciences of Ukraine, a specialist in political and social philosophy, political analyst. He noted that the reform of local self-government, unfortunately, carried out with the goal of distributing land resources between large agro-holdings and government officials, than to ensure the self-sufficiency of the regions. Alexander Aleksandrovich turned to the positive experience of the Magdeburg law, which should become the foundation of the decentralization policy.

Tamara Ivanovna Oleynik, a well-known public figure, a member of the Public Council of the Regional Poltava Rada, a member of the "Society of Poltava Region" LLP, joined the active discussion. She stressed the importance of prescribing all vital issues of local self-government in the provisions of the united territorial communities. "Ukrainian communities should have sufficient legal and political status to make decisions in their activities. In particular, in the matter of the distribution of land, which is now distributed to the left and right for bribes, - Tamara Ivanovna emphasized. "When the territorial community is in fact a subject of political and legal relations, will choose a worthy head and get its rights, then we will have a real local self-government of a European type."

The conference was held in an active and productive discussion of the vital issues of the Poltava community. Participants came to the conclusion that it was necessary to form an effective civil society and at the local level - a territorial community on the European model.
