The head of the Student Legal and Consulting Center "Central Legal Clinic" is Anastasia Andriivna Ternavska - doctoral student of the Department of Criminal Law, Criminology and Judicial System of the V.M. Koretsky Institute of State and Law of the NAS of Ukraine, lawyer, mediator, business mediator. In 2014, she graduated from the National Academy of Internal Affairs of Ukraine with a degree in "Law" and obtained the qualification of a lawyer. She worked at the Institute of the Criminal Enforcement Service of Ukraine, the bodies of the State Criminal Enforcement Service of Ukraine, the High Council of Justice. In 2019, she defended her dissertation in the specialty 12.00.08 "Criminal Law and Criminology; Criminal Enforcement Law" and obtained the Ph.D degree of Legal Sciences. In 2019, she graduated from the National Academy of Public Administration under the President of Ukraine and received a master's degree in Public Management and Administration. In 2023, she completed her studies at the IHK Akademie München und Oberbayern and received the qualification of Business Mediator of the Chamber of Commerce and Industry (the training was conducted by the Ukrainian Mediation Center at the Kyiv-Mohyla Business School and the Chamber of Commerce of Munich and Upper Bavaria). In 2024, she graduated from the Akademie HUSPOL (Kunovice, Czech Republic) with a degree in Commercial Law and received the qualification of LL.M (Master of Laws). Field of scientific interests - prevention and counteraction to environmental crimes in the field of subsoil protection, prevention and counteraction to crimes in the field of nuclear and radiation safety, mediation as an alternative method of resolving disputes in the field of intellectual property. The procedure for the activities of the Legal Clinic is regulated by the current legislation of Ukraine, in particular: the Law of Ukraine "On Higher Education" (dated July 1, 2014 No. 1556-VII), decisions, orders and instructions of the governing bodies and relevant officials of the Academy, the Charter of the Academy and other regulatory acts of the Academy, the Program for ensuring the quality of education at the Interregional Academy of Personnel Management, and the Regulation on the Student Legal and Consulting Center "Central Legal Clinic", internal acts of the Legal Clinic and other regulatory acts.
The Legal Clinic performs educational and social functions. The educational function is leading - it is a focus on the practical direction of training, in order to train legal specialists who have mastered specific professional skills and do not require additional adaptation to professional activity.
The social function of the legal clinic is to meet the needs of society in accessible legal information and legal assistance, to increase the professional responsibility of lawyers.
The legal clinic was established with the aim of consolidating theoretical knowledge and acquiring practical skills and abilities of the legal profession by students. Forming in them respect for the principles of law, increasing the level of legal culture of the population, as well as providing free legal assistance to persons in need.
The main tasks of the Legal Clinic are:
- acquisition by students of practical skills of the legal profession;
- creating places for students to undergo educational and other types of practice;
- ensuring the possibility of communication of students during the educational process with practicing specialists of judicial and law enforcement agencies, other state bodies and local self-government bodies, lawyers on issues of their activities;
- creating an effective mechanism for exchanging information between the population, the media and the legal clinic, which will allow for a prompt response to the practical problems of citizens;
- conducting scientific and practical activities on current legal issues;
- providing free legal assistance to socially vulnerable categories of the population;
- conducting activities on legal education of the population.
